Lower the item drop rates..
There are some quests that need drops from some mobs but cause of the insane item drop rate their loot is filled with random stuff preventing the quest items from dropping at all, Ally paladin's ress skill quest is 1 example of what cant be done cause of it the insanely high drop rate.

Hmm... you managed to get to the part of the quest where you have to kill defias wizards? I might give it another try

Dragonfury is right, lower the drop rates and many quests will be working.

Yes, he is right. my friend cant even learn Bearform:p without that form a druid is underpowered against rouges....
